Possibly forms the central registry for a server, holding references to various global values such as the IDSpace and references to the various clubs (PublicClub ?, AdminClub ?, ArchiveClub ?, AccessClub ?, etc.).

The BeGrandMap creates orgls on behalf of requests from the front-end (Fe) code.
